AI in Ethiopia: the rules, the readiness and where to start

    Last checked: 29 October 2026

What should a company in Ethiopia know before starting with AI?

Ethiopia has no dedicated AI law as of 29 October 2026. The Personal Data Protection Proclamation No. 1321/2024 is the law that applies to AI today, and it requires personal data collected in Ethiopia to be stored on servers in the country. A company should register with the Ethiopian Communications Authority, check where its AI tools keep data, and add human review to automated decisions about people.

    Why now

    Why Ethiopia is worth watching

Each point links to the document it comes from.
    • The Personal Data Protection Proclamation No. 1321/2024 entered into force on its publication on 24 July 2024, and its duties apply to data that existed before that date too.[1]

    • The Council of Ministers approved Ethiopia's first National AI Policy at its 37th regular meeting on 27 June 2024. We could not find the full policy text published online.[3]

    • The ECA rolled out a digital portal for registering data controllers and processors, previewed at a workshop on 13 November 2025. Officials said four supporting directives were moving toward approval.[2]

    • The federal budget reported in July 2025 gave the Ethiopian Artificial Intelligence Institute 1.13 billion birr, a 42% increase on the year before.[5]

    • The Institute launched an AI University Innovation Pod with Addis Ababa University and UNDP in February 2026 to support students, researchers and start-ups.[6]

    The rules

The rules that matter for AI

What each law or policy means when you build or buy an AI system.

Personal Data Protection Proclamation No. 1321/2024: rights and duties

In force2024People have the right not to be subject to a decision based solely on automated processing, including profiling, with legal or similar effects, and can ask for human intervention (Article 31). Exceptions are a contract, an authorising law or explicit consent, and automated evaluation must not be based on sensitive data. An impact assessment is needed before automated profiling with significant effects, large-scale sensitive data or large-scale public monitoring (Article 47). Breaches go to the ECA and to affected people within 72 hours (Articles 43 and 44).[1]

Proclamation No. 1321/2024: registration, data sovereignty, transfers and penalties

In force2024Controllers and processors must register with the ECA before processing personal data, and certificates last two years (Articles 33 and 35). Personal data collected locally must be stored on a server or data centre in Ethiopia, and sensitive data needs ECA approval before it goes abroad (Article 22). Other transfers need proof of adequate protection, explicit consent or a listed necessity (Article 20). Fines for institutions can reach 4% of worldwide turnover, and unlawful transfers abroad carry prison terms of five to ten years (Articles 60 and 64).[1]

    National Artificial Intelligence Policy

In force2024This is a government policy, not a law, so it does not place direct duties on companies. It was approved after a three-year consultation. We could not read its text, so we do not describe its content.[3]

    Where AI fits first

    Where AI fits first

    Banking and mobile money

Fraud detection, credit checks with human review, and customer service in Amharic and English.

Automated credit decisions fall under Article 31 of the Proclamation, and the ECA portal was previewed to banks among others. Check National Bank of Ethiopia rules as well.[2]

    Health care

Summarising patient records and triage support, with clinicians making decisions.

Health data is sensitive personal data. Large-scale processing needs an impact assessment, and sending it abroad needs ECA approval under Article 22.[1]

    Agriculture

Crop disease detection from photos and farming advice in local languages.

We found no AI rule specific to agriculture. Data about identifiable farmers is still personal data under the Proclamation.[1]

    Public sector and education

Document search, translation and drafting tools for staff, with human checks.

The Ethiopian Artificial Intelligence Institute was set up by Council of Ministers Regulation No. 510/2022 and leads national AI work.[7]

    Your first steps

    Your first steps

    1. Register with the ECA as a data controller or processor before processing personal data, and renew every two years.
    2. Check where your AI tools store data. Personal data collected in Ethiopia must be stored on a server or data centre in the country.
    3. Get ECA approval before any sensitive data, such as health or financial data, leaves Ethiopia.
    4. List every automated decision about a person and give a way to ask for human intervention.
    5. Run a data protection impact assessment before profiling people or using sensitive data at scale.
    6. Set up a breach process that can notify the ECA and affected people within 72 hours.
    7. Watch the ECA for the supporting directives that officials said were in progress.

We work remotely with clients worldwide, in the client's time zone. Ethiopia is on UTC+3 and India on UTC+5:30, a 2.5 hour gap. Taking a 9:00 to 17:00 day in Ethiopia and 9:30 to 18:30 in India, the overlap is about 7 hours, from 09:00 to 16:00 Ethiopian time (using the international clock, not the local 12-hour clock).

    Questions

Common questions about AI in Ethiopia

Does Ethiopia have an AI law?

Not as of 29 October 2026. The Council of Ministers approved a National AI Policy in June 2024, and the Personal Data Protection Proclamation No. 1321/2024 is the main law that applies to AI that uses personal data.

Can I use an AI service hosted abroad?

Check carefully first. Article 22 requires personal data collected locally to be stored in Ethiopia, and sensitive data needs ECA approval to leave the country. Any transfer abroad also needs one of the grounds in Article 20, such as explicit consent.

How fast must I report a data breach?

Within 72 hours of becoming aware of it, to the ECA. You must also tell affected people within 72 hours, unless an exception applies, such as the data being encrypted.

    What are the penalties?

Administrative fines for institutions, or for breaches involving sensitive data or children, can reach 4% of worldwide turnover. Criminal penalties include fines of up to 600,000 birr and prison terms, for example for unlawful transfers abroad or ignoring the right against automated decisions.
