AI in Slovakia: the rules, the readiness and where to start

    Last checked: 29 October 2026

What should a company in Slovakia know before starting with AI?

Slovakia applies the EU GDPR, Act No. 18/2018 Coll. on personal data protection, and the EU AI Act directly. A bill on state administration in AI and European data regulation would make the Ministry of Investments, Regional Development and Informatization (MIRRI) the main AI supervisor from 1 January 2027, but it was still before Parliament when we checked. A company should map where its AI makes decisions about people and check whether any system is high-risk.

    Why now

    Why Slovakia is worth watching

Each point links to the document it comes from.
    • Eurostat reports that 18.0% of Slovak enterprises with 10 or more staff used AI in 2025, close to the EU average of 19.95%.[1]

    • The government approved a draft law on 26 August 2026 to apply the AI Act, the Data Governance Act and the Data Act, with MIRRI as the general AI market surveillance authority and single point of contact.[8]

    • The draft is costed at about EUR 8.24 million and 68 new public administration jobs in 2027.[8]

    • The National Council moved the bill to second reading in September 2026, with a planned start date of 1 January 2027.[9]

    • The European Commission's list of AI Act contact points, last updated 7 September 2026, showed no designated authority for Slovakia.[6]

    The rules

The rules that matter for AI

What each law or policy means when you build or buy an AI system.

General Data Protection Regulation (EU) 2016/679 and Act No. 18/2018 Coll. on personal data protection

In force2018People have a right not to be subject to a decision based solely on automated processing with legal or similarly significant effects, with exceptions for contracts, law and explicit consent (GDPR Article 22). High-risk processing needs a data protection impact assessment first, and breaches go to the Office within 72 hours where feasible. The Slovak act sets the age of consent for online services at 16.[7]

EU Artificial Intelligence Act, Regulation (EU) 2024/1689, as amended by Regulation (EU) 2026/1744

Phased2024Bans on certain AI practices have applied since 2 February 2025 and rules for general-purpose AI models since 2 August 2025. Most other rules, including transparency duties, apply from 2 August 2026. The Digital Omnibus on AI, adopted and in force since 27 July 2026, moved high-risk rules to 2 December 2027 for Annex III uses such as hiring and credit, and to 2 August 2028 for AI in regulated products.[4]

Draft act on state administration in artificial intelligence and European data regulation

Draft2026It would make MIRRI the general AI supervisor and contact point, with the National Security Authority, the data protection office, the Inspection Service Office and the Ministry of Justice covering specific areas. MIRRI would also run a regulatory sandbox for testing AI under supervision. We could not confirm a final vote as of 29 October 2026.[9]

    Where AI fits first

    Where AI fits first

    Automotive and manufacturing

Visual quality inspection, predictive maintenance and planning on production lines.

AI built into products covered by EU product law, such as machinery, falls under high-risk rules from 2 August 2028.[4]

    Banking and insurance

Document checks, fraud alerts and customer service in Slovak, with staff reviewing any refusal.

Credit scoring is an Annex III high-risk use, with rules from 2 December 2027. GDPR Article 22 applies already.[4]

    Public administration

Summarising files and answering routine citizen questions in Slovak.

The draft law also covers reuse of public-sector data under the Data Governance Act, with MIRRI as data coordinator.[8]

    Your first steps

    Your first steps

    1. List every AI tool in use and note which ones make or shape decisions about people.
    2. Check each use against the AI Act bans and the Annex III high-risk list, and plan for the 2 December 2027 and 2 August 2028 dates.
    3. Run a data protection impact assessment before AI touches credit, hiring, health or monitoring of staff.
    4. Label chatbots and AI-generated content where the AI Act transparency rules require it.
    5. Give staff basic AI training, which the amended AI Act asks providers and deployers to support.
    6. Follow the AI and data bill in the National Council, and plan to contact MIRRI if it becomes the supervisor.
    7. Keep a breach process that can reach the data protection office within 72 hours.

    Questions

Common questions about AI in Slovakia

Does Slovakia have its own AI law?

Not yet, as far as we could confirm on 29 October 2026. The EU AI Act applies directly. A national bill on AI and data regulation reached second reading in September 2026 and is planned to take effect on 1 January 2027.

Who will supervise AI in Slovakia?

Under the bill, MIRRI would be the general market surveillance authority and single point of contact. Other bodies, including the data protection office, would cover specific areas. Real-time biometric identification for police falls under the Interior Ministry.

When do the high-risk AI rules start?

After the EU Digital Omnibus on AI, from 2 December 2027 for Annex III uses such as hiring, education and credit, and from 2 August 2028 for AI in regulated products.

    What are the fines?

Under GDPR, up to EUR 20 million or 4% of worldwide turnover. Under the AI Act, breaches of the bans can reach EUR 35 million or 7% of worldwide turnover, whichever is higher.
