AI in Jordan: the rules, the readiness and where to start
What should a company in Jordan know before starting with AI?
Jordan has no dedicated AI law as of 29 October 2026. The Personal Data Protection Law No. 24 of 2023, in force since 17 March 2024, applies to AI that uses personal data and gives people a right to object to profiling that is unnecessary or discriminatory. Banks also face the Central Bank of Jordan AI Framework from July 2025, so they should read that alongside the data law.

Why now
Why Jordan is worth watching
The Ministry of Digital Economy and Entrepreneurship put a draft 2023 to 2027 AI strategy out for public debate in August 2022, with aims that include a legal environment for responsible AI.[4]
The Central Bank of Jordan announced an AI regulatory framework for the banking sector in August 2025, covering governance, risk management and data protection.[5]
A press report says Jordan ranked 49th of 135 countries and jurisdictions in the 2026 Global Index on Responsible AI, and second in its region.[6]
The same report notes that Jordan scored zero on public disclosure of government algorithmic systems, which points to work still to do on transparency.[6]
The data law's one-year grace period for existing processing ended around March 2025, so its rules now apply in full.[2]

Where AI fits first
Where AI fits first
Banking and payments
Fraud alerts, credit pre-checks and Arabic customer service, with staff reviewing outcomes.
The CBJ AI Framework applies to banks and asks for customer opt-out options and human-in-the-loop controls for critical systems.[3]
Public services
Assistants that answer citizen questions, with staff approving answers.
The AI strategy aims to improve public sector efficiency. A press report says government algorithm disclosure scored zero in a 2026 index.[6]
Outsourcing and IT services
Arabic and English document processing for clients abroad.
Article 15 limits transfers to recipients with weaker protection, so check where client and staff data goes.[1]
Health care
Clinical note drafting and triage support, with clinicians deciding.
Law-firm summaries say the law covers sensitive personal data with extra rules. Breach notice deadlines of 24 and 72 hours apply.[2]
Your first steps
Your first steps
- Confirm the legal basis for each AI use of personal data, usually prior consent, and record it.
- Check whether your processing, profiling or transfers need a licence or permit from the Council.
- Test AI that profiles people for bias, because people can object to discriminatory profiling.
- Map transfers abroad and confirm each recipient's protection is not weaker than Jordanian law.
- Set up a breach process that can tell affected people within 24 hours and the Unit within 72 hours.
- If you are a bank, set up an AI oversight committee, classify AI uses by risk and offer customers an opt-out, as the CBJ framework asks.
- Check whether you need a data protection officer under the law.
